Notice to personnel
The file you attempted to open is sealed at the request of the reviewing officer. It is not sealed by administrative default, and it is not sealed pending review.
Three prior releases of this document were withdrawn within forty minutes of publication. On each occasion the withdrawal was requested by the same person who had authorised the release, and on each occasion no reason was entered into the record.
The reviewing officer declined to comment further. The following line was written by hand at the foot of the third withdrawal notice and has been retained:
“It reads differently the second time.”
The file will remain sealed until . No further material will be released before that date, and requests submitted in the interim will not be acknowledged.
